Lord Elystan Morgan was Labour MP for Ceredigion from 1966 to 1974. A former Circuit Judge, he now sits as a cross-bencher in the House of Lords. This article is based on a presentation he made to an IWA and Cymry Yfory/Tomorrow's Wales seminar on devolution in Aberystwyth in April 2008.
